Dear Cecile Caillou-Robert, general commissioner of the french Institute,
We are citizens of Israel, opposed to our government’s policies of oppression, occupation, apartheid, and ethnic cleansing against the indigenous Palestinian people [1]. We write to you, asking that you respect the Palestinian call for boycott, divestment, and sanctions (BDS) of Israel [2], specifically its cultural aspect [3], and cancel the Saison France Israel 2018 events sponsored by the French institute. Please hear us out.
Because you wish to highlight Israel’s cultural, scientific, and educational innovations, it seems proper to focus on Israel’s systematic discrimination against the Palestinian people, including its own Palestinian citizens. But before we do, it’s important for us to emphasize that Israel’s daily, systematic violations of human rights in the occupied Palestinian territories has been assessed by the United Nations Economic and Social Commission for Western Asia (ESCWA) to amount to apartheid [4].
Palestinian citizens of Israel- over 20% of Israelis- are subject to a system of over 60 discriminative laws [5], decades-long processes of systematic, de-development, gentrification, ghettoisation, and impoverishment [6] that results in an infant mortality rate three times higher than Israel's Jewish citizens [7]. Persecution of Palestinian political parties, parliamentarians, and public servants, escalates, while Israeli-Jewish politicians and public figures continue their unabated incitement to genocide against the indigenous Palestinian minority, with brutal results often meted out by Israeli civilians as well as armed forces [8].
Israel attempts to cover its systematic human, civil, and indigenous rights violations, with a veneer of democracy, by promoting itself as “the only democracy in the Middle East” [9].
In your website you put an emphasis on Israeli culture, innovation, sciences, and education, while Israel itself is constantly destroying exactly those things in the lives of the indigenous Palestinian people. The criminalizing and defamation of Palestinian artists, and the closing down of Palestinian cultural institutions, such as theatres, are clear attempts by Israel to erase Palestinian culture and identity from the public sphere, and to instill fear in those who attempt to be the keepers and innovators of indigenous culture and heritage.
Palestinian poet, Dareen Tatour, has been persecuted and held under house arrest for two years, simply for writing a poem [10]. Her trial is still ongoing. Palestinian rapper, Tamer Nafar, has joined a line of indigenous musicians being persecuted by Israel. Miri Regev, Israel’s minister of culture, targets him directly, aiming to silence him by canceling his performances in Israel, and violent protests were held outside his concerts, again, as a mean of silencing him [11]. When it comes to Palestinian theatres, right wing politicians are in the process of closing several of them down, just like al-Midan Theatre in Haifa, the only Arabic theatre in Israel that receives state funding.In addition, Israel has ordered the cancellation of a children’s puppet festival in el-Hakawati Theatre in East Jerusalem, claiming that the even has been unlawfully sponsored by the Palestinian Authority [12].
In the obstruction of Palestinian sciences, Israel has imprisoned Palestinian professor and astrophysicist Imad Barghouti from the West Bank twice, for posts he wrote on facebook [13]. In the education field, Israel demolishes and destroys Palestinian schools in the West Bank, some that were built by the EU using French taxpayers’ money or various European NGOs. Also, Israel targets student activists who engage in political activism against the occupation [14].
We ask the French organizers of the Saison France Israel 2018 not to let the Israeli government use your promotion of culture, science and education to whitewash the crimes of Israel’s apartheid. Your event aims to build “the world of tomorrow” while for millions of indigenous Palestinians there is no tomorrow. Please uphold your good reputation and cancel your sponsorship of these events.

Nous sommes des citoyen.ne.s d'Israël, opposé.e.s à la politique d'oppression, d'occupation, d'apartheid et de nettoyage ethnique de notre gouvernement à l'encontre de la population indigène palestinienne [1]. Nous vous écrivons pour vous demander de respecter l'appel palestinien au Boycott, Désinvestissement, et Sanctions (BDS) d'Israël [2], particulièrement son aspect culturel [3], et d'annuler les événements de la Saison France-Israël 2018 financés par l'Institut Français. Nous vous remercions de bien vouloir nous lire jusqu'à la fin.
Puisque vous voulez mettre en lumière les innovations culturelles, scientifiques et pédagogiques d'Israël, il nous semble appropriéd’attirer votre attention sur la discrimination systématique d'Israël contre les Palestinien.ne.s, y compris contre ses propres citoyen.ne.s palestinien.ne.s. Pour commencer, il est important pour nous de souligner que la Commission Economique et Sociale pour l'Asie occidentale des Nations Unies (ESCWA) estime que les violations des droits humains, commises quotidiennement par Israël dans les territoires occupés palestiniens, représentent une situation d'apartheid [4].
Les citoyen.ne.s palestinien.ne.s d'Israël – plus de 20% des Israélien.ne.s – sont l'objet d'un ensemble de plus de 60 lois discriminatoires [5], ainsi que d' un processus vieux de plusieurs décennies de dé-développement, de gentrification, de ghettoïsation, et d'appauvrissement systématiques [6] qui ont pour conséquences un taux de mortalité infantile trois fois supérieur à celui des citoyen.ne.s israélien.ne.s juifs.ves [7]. La persécution des partis politiques, des parlementaires et des fonctionnaires palestinien.ne.s s'intensifie, tandis que les personnalités publiques et politiques juives israéliennes continuent leurs appels incessants à la répression systématique de l'expression autonome de la minorité indigène palestinienne, avec des conséquences brutales souvent infligées par des civils ainsi que par des soldats israéliens [8].
Israël tente de cacher ses violations systématiques des droits humains, civils et indigènes avec un paravent de démocratie, se vendant comme “la seule démocratie du Moyen-Orient” [9].
Sur votre site internet vous mettez l'accent sur la culture, l'innovation, les sciences et l'éducation israéliennes alors qu'Israël détruit constamment toutes ces choses dans la vie de la population indigène palestinienne. La criminalisation et le dénigrement des artistes palestinien.ne.s, la fermeture des institutions culturelles palestiniennes, comme les théâtres, sont des tentatives claires de la part d'Israël d'effacer la culture et l'identité palestiniennes de la sphère publique, et d'instiller la peur en ceux qui voudraient protéger et faire évoluer la culture et le patrimoine indigène.
La poétesse palestinienne, Dareen Tatour, a été persécutée et assignée à résidence pendant deux ans, simplement pour avoir écrit un poème [10]. Son procès est en cours. Le rappeur palestinien, Tamer Nafar, a lui aussi rejoint la liste des musicien.ne.s indigènes persécuté.e.s par Israël. Miri Regev, le ministre israélien de la culture, s'en est pris à lui directement en annulant ses concerts en Israël, cela dans le but de le faire taire. De violentes manifestations furent organisées à l'entrée de ses concerts, également dans le but de le faire taire [11]. Pour ce qui est des théâtres palestiniens, des politiciens d'extrême droite sont en train d'en faire fermer plusieurs, tout comme le Théâtre al-Midan à Haïfa, le seul théâtre arabe en Israël qui reçoit des subventions de l'état. En outre, Israël a ordonné l'annulation d'un festival palestinien de marionnettes au Théâtre el-Hakawati à Jérusalem Est, prétextant que l’événement était illégalement financé par l'Autorité Palestinienne [12].
Pour ce qui est de l'entrave aux sciences palestiniennes, Israël emprisonna à deux reprises le professeur et astrophysicien palestinien Imad Barghouti, de Cisjordanie, pour des posts publiés sur Facebook [13].
Dans le domaine de l'éducation, Israël démolit des écoles palestiniennes en Cisjordanie, certaines d'entre elles construites par l'Union Européenne avec l'argent des contribuables français ou par des ONG européennes. Israël s'en prend également aux étudiant.e.s militant.e.s qui s'engagent dans des activités politiques contre l'occupation [14].
Nous demandons aux organisateur.rice.s français.es de la Saison France-Israël 2018, de ne pas laisser le gouvernement israélien utiliser votre promotion de la culture, de la science et de l'éducation pour blanchir les crimes de l'apartheid israélien. Votre événement a pour but de construire “le monde de demain” alors que pour des millions d'indigènes palestinien.ne.s il n'y a pas de demain. Protégez votre réputation et annulez votre parrainage de ces événements.
